Where the EMPP Falls within Canada’s Latest Immigration Plan

By January 12, 2024 February 22nd, 2024 No Comments

Through well-structured immigration strategies, Canada has consistently shown its commitment to welcoming immigrants in the dynamic field of global migration. Every November, the Canadian government issues an ‘immigration levels plan’ to estimate the number of permanent resident immigrants coming to Canada. To offer supplementary routes to permanent residency for qualified refugees, Immigration, Refugees and Citizenship Canada (IRCC) introduced the Economic Mobility Pathways Pilot (EMPP) in 2018. Employers in Canada have a rare chance to engage with and hire talented refugees abroad through the EMPP.

A Brief Understanding of Canadian Immigration Plans

Canada’s immigration plan is a comprehensive framework that establishes annual objectives for the admission of new permanent immigrants. The strategy has many immigration streams, each with a specific goal, such as economic growth, refugee resettlement, and family reunion. The primary focus is finding a balance between the nation’s economic and social demands and its commitment to diversity and inclusion.

Ahead of all other immigration strategies in Canada, economic immigration has gained prominence in recent years. Acknowledging the critical role that skilled and talented workers play in promoting economic expansion, the Canadian government has implemented creative strategies to draw in and keep workers who can add to the prosperity of the country.

The Economic Mobility Pathways Pilot

Resettlement of refugees and economic immigration are combined under the Economic Mobility Pathways Pilot. This method provides companies with access to a larger pool of candidates to fill open positions and assists refugees and internally displaced individuals who meet the requirements to enter Canada under current economic programs.

Initiated as a modest research project, the EMPP gives companies access to a pool of qualified people to fill employment openings while also assisting talented refugees in immigrating to Canada through already-existing economic programs.

Skilled refugees can support the Canadian employment market and become eligible for permanent residency through economic programs with modest assistance.

The Eligibility Criteria

Previously, refugees with suitable abilities were able to use the EMPP by applying for one of the following Canadian immigration programs:

  • Atlantic Immigration Program
  • Provincial Nominee Program
  • Rural and Northern Immigration Pilot

Now, there exist two ways to apply for the same:

  • You can still apply under the programs mentioned above. We call this the regional EMPP. Depending on the programme you select, you must first apply to a province, territory, or RNIP community whether you are eligible for one of the aforementioned programmes.
  • You can also proceed through the Federal EMPP. There are two streams available: one with a job offer and the other without. You must fulfill the prerequisites for education, job experience, and language.

For EMPP, you may apply if:

  • You are a refugee under the Convention or an asylum seeker in a country.
  • You possess any of the following documents:
  • a valid and favourable Refugee Status Determination (RSD) from the United Nations High Commissioner for Refugees (UNHCR) or a state that is housing refugees.
  • a document proving that you are an applicant for asylum who is currently outside the nation.
  • a UNHCR letter designating the Economic Mobility Pathways Pilot as a “person of concern.”
  • You are currently outside of both Canada and your persecuted countries.
  • You don’t have any sustainable solutions in another country.
  • You are permitted entry into Canada.

Features of the EMPP

  • Targeted Assistance: The EMPP identifies certain populations struggling financially, such as low-income families or those with little access to chances for jobs and education. The program seeks to meet the special requirements of these groups and establish a more inclusive route to economic mobility by providing specialized support.
  • Collaborative Partnerships: The EMPP depends on local service providers, community organizations, and government agencies working together. These collaborations guarantee a thorough strategy for handling the many issues that participants can run across.
  • Tailored Solutions: The EMPP stands out for its dedication to creating solutions that are specific to each participant’s needs. Understanding that there is no one-size-fits-all solution, the programme aims to provide individualized support in the form of financial literacy materials, career counselling, and educational and training possibilities.

Making an EMPP Application

  • Check Eligibility: It’s important to confirm your eligibility for the EMPP before starting the application process. Certain conditions, such as job status or income thresholds, may be included in the eligibility criteria. For further information, go to the official EMPP website or get in touch with the relevant program offices.
  • Collect Required Documents: Before beginning the application, make sure you have all the required paperwork ready. Common prerequisites might be evidence of income, proof of domicile, educational background, and work history. Having these files at hand will make the application process go more smoothly.
  • Go to the EMPP Portal: To start the application process, you must first visit the official EMPP webpage. The online platform usually offers an easy-to-use interface that leads candidates through the necessary stages. To guarantee a seamless application procedure, adhere to the instructions and supply correct and current information.
  • Seek Help if Needed: Don’t be afraid to ask for help if you run into problems with the application process or have concerns about your eligibility. Numerous programs provide local offices, online chat support, or specialized helplines where you may obtain the assistance you want.

The Processing Times and Fees Associated with EMPP Applications

It usually takes no more than six months to process an application for the Economic Mobility Pathways Pilot. You will not be charged for submitting an application to take part in the Economic Mobility Pathways Pilot. You will also not be charged any application fees for the economic immigration programmes to Canada that you have chosen, nor will you be charged any expenses for the necessary biometrics.

That being said, you must pay the 515 CAD fee for the Right of Permanent Residence.

Conclusion

Canada demonstrates its dedication to promoting a varied and vibrant society by emphasizing the economic contributions of immigrants and offering them direct routes to permanent residence. The EMPP facilitates the long-term settlement of eligible refugees and their families in the nation. Meeting needs in the Canadian labour market and filling employment vacancies are two further advantages.
